Addendum to my last two posts:

While driving home yesterday, I passed by a scene of major commotion, with
at least 20 police cars and several streets blocked off. I switched my
radio to AM looking for an explanation but didn't get anything.

When I arrived home, my phone was ringing re the bomb scare I had triggered.
I failed at the time to connect this with all the hubbub.

It is now clear, however, from reading news reports, that this was MY hubbub.
Several streets were closed and several neighboring houses and businesses
were evacuated. At that exact time, in that exact place.

What they did, from what I understand, was reasonable. There's a package, there's a visible wire, let's be careful. No issues there. But if they had pressed charges or sued for damages, that would have been absurd. There is no law against using a bit of wire for a handle. It is, apparently, not wise to try to mail something like that, but not a crime to the best of my knowledge. If the government decides to err on the side of caution so be it, but they'd best not shift the cost or blame of that policy onto innocent parties that are insufficently paranoid.

It seems to me that the authorities acted 100% reasonably from the
beginning to the end and although people in authority do sometimes
behave unreasonably, there hasn't been the slightest reason to
expect that in this instance.

Agreed. You hear tales about police going way over the line sometimes, especially after the fact, but this time they seem to have done just what one would hope. Be more cautious then the average person would be, but then not blow a fuse when said caution proved to be more than needed. Couldn't hope for more.
